## How change detection works
Records are normalised, serialised to canonical JSON and hashed; a change is a hash difference
followed by a structural field diff. No language model participates in detection. A failed fetch
is never reported as a change, and a run showing an implausible population-level change rate is
quarantined rather than published.

excluded from all public representations. They are not withheld pending payment; they are not
published at all.
